Hamid Zadeh at Geomancy cards has done at least one Ziggurat (the Ziggurat 
of Choga Zambil.)  He is very attentive to historical accuracy so, it would 
probably be a good model for you.  He doesn't provide a pattern on his site 
but, there is a large picture:
